SREB states have joined together to address a growing concern - the need to
improve high school completion, raise levels of high school achievement and
prepare more students to succeed in college. Because of changes in the labor
market, states also recognize the need to increase the rates of postsecondary
enrollment, particularly among underrepresented minority and low-income
students. Prompted by successful media outreach campaigns in four states, in
2004 SREB formed a partnership of member states to work together on common
approaches to motivate young people and their families to take the steps needed
to complete high school prepared for college, postsecondary training, or work.
SREB's Go Alliance helps member states make a strong case to students
that education can make an important difference in their lives. Go Alliance
also helps students learn how to become ready for college by taking the
appropriate middle grades and secondary courses, how to find out what they need
to know about applying to and selecting the right college, and how to finance
college and overcome other personal barriers.
Member states jointly develop or share marketing materials such as radio and
television spots, posters, brochures, logos, Web materials, and research.
Television spots, for example, have been used in multiple states by "re-voicing"
them each time to fit specific target groups or message themes. Sharing
resources in this manner significantly reduces the cost and time associated with
large-scale marketing campaigns.
Member states also share ideas about programs that reach students in direct
ways - for example, converting high school counseling/career offices to
college-preparation centers and performing plays in schools that deliver the
go-to-college message.
Go Alliance is currently partnering with the Southern Governors'
Association in a regional effort, "Education in the South - A Passport to
Opportunity," to help nine Southern states develop public education and media
outreach campaigns. The project is supported by a generous grant from the Bill &
Melinda Gates Foundation.
Representatives from Go Alliance states have volunteered to serve on
one of three committees that concentrate on specific areas.
Making the Case: This group is crafting guidelines for developing
an economic and demographic case for state support of a college access
campaign.
Sharing Resources: With the assistance of attorneys from several
states, this group is working to create guidelines for developing
easy-to-share materials, as well as sample legal agreements that states can
use as they co-develop new materials or share existing ones.
Creating Partnerships: This group is discovering and sharing
ideas about how to best establish effective relationships among important
public and private organizations that can help promote a college outreach
campaign. Potential partners include national organizations (such as the
National College Access Network) and statewide networks of public and
private organizations that work together at the community level throughout a
state, such as Chambers of Commerce, business groups and local service
organizations.
